This is a very interesting topic. The official definition from the U.S. Department Of Defense defines Psychological Warfare as: "The planned use of propaganda and other Psychological actions having the primary purpose of influencing the opinions, emotions, attitudes, and behavior of hostile foreign groups in such a way as to support the achievement of national objectives."
The Encarta definition is:
1. WARFARE BY PROPAGANDA: Ttactics that use propaganda to try to demoralize an enemy in war, usually including the civilian population.
2. NON-MILITARY PSYCHOLOGICAL UNDERMINING: The use of Psychological tactics to disconcert and disadvantage an opponent in an everyday or a business context, e.g. by causing the opponent to feel fear or anxiety.
Do we have justifiable cause for concern that an enemy may attack us using Psychological Warfare tactics? ... No. Absolutely not!
But...just because we can...let's change a few of the words in the definitions and see what happens.

Un-oh. I think we might be in trouble here. But before we make a decision let's also re-think the Encarta definition again.
ENCARTA 2: Non-military Psychological undermining: the use of Psychological TACTICS to disconcert and disadvantage a citizenry in an everyday context, e.g. by causing the citizen to feel fear or anxiety.
Oops. - - Are United States citizens experiencing an INTENTIONAL Psychological Warfare political attack? I don't think there's ANY DOUBT WHATSOEVER. But you decide for yourself.
Assuming the citizenry is indeed under Psychological attack, what can be done? Not much. Use your head, read between the lines, and question EVERYTHING that you're being told by anyone who has a political motive. Vote those morons (about 90%) out of office and replace them with someone who is (not yet) corrupted by the siren song of power that emanates out of Washington D.C.
